IE will not open new pages in a new tab, the new tab just hangs

IE Opens a new tab for a link to be opened, but then hangs and fails to load the page

Run the following Microsoft fix: http://support.microsoft.com/kb/2539060

If you are on IE 10, you will have to downgrade to IE 8 before running this fix.
